In a colourful event held in Nairobi on April 22, 2024, Mr. Jean Pierre Betindji was officially inaugurated as the Executive Secretary of the Regional Centre on Small Arms and Light Weapons (RECSA). Addressing a distinguished audience including key government and international stakeholders, Mr. Betindji expressed his profound gratitude and outlined his ambitious agenda for the organization under his leadership.
“The trust bestowed upon me is not just a responsibility, but a call to action to intensify our fight against the proliferation of small arms and light weapons in our region,” Mr. Betindji stated. He highlighted several strategic priorities that will guide his tenure, emphasizing collaboration, capacity building, and advocacy as cornerstones of his approach.
Collaborative Efforts for Broader Impact
Mr. Betindji plans to enhance partnerships with member states, international organizations, and civil society to leverage collective expertise and resources. This collaborative framework aims to address the complexities of small arms proliferation more effectively.
Building Capacities and Raising Awareness
Investing in the capacities of member states will be crucial, according to Mr. Betindji. This includes offering extensive training, technical assistance, and opportunities for knowledge sharing. Additionally, he aims to amplify advocacy efforts to heighten awareness about the destructive impact of illicit arms.
Data-Driven Strategies and Gender Mainstreaming
Under his leadership, RECSA will focus on generating accurate data to inform policy and strategy. Gender mainstreaming will also be a priority, ensuring that interventions consider the impacts on all genders and marginalized groups.
Prevention and Peacebuilding Initiatives
Recognizing the role of small arms in fueling conflict, Mr. Betindji is committed to preventive measures and peacebuilding, addressing the root causes of violence and instability.
Resource Mobilization for Sustainable Actions
The new Executive Secretary also plans to actively seek funding and partnerships to support RECSA’s interventions, aiming for a sustainable impact on small arms management and control.
