HISTORY OF RECSA.

On the 15th of March 2020, the Ministers of Foreign Affairs of the Countries of the Great Lakes Region and Horn of Africa came up with a political Declaration as an instrument to help curb the menace of illicit Small Arms and Light Weapons (SALW). 

The political declaration set in motion for the signing of a legally binding instrument the Nairobi Protocol on the Prevention, Control and Reduction of Small Arms and Light Weapon in the Great Lakes Region, the Horn of Africa and Bordering States which was signed in April,2004.

Convinced that a Regional Institution with a sole mandate of fighting against Small Arms proliferation was required to co-ordinate the implementation of the Nairobi Protocol, RECSA was established in the year 2005. RECSA has the mandate to build capacity of the Member States by implementing the Nairobi Protocol and also other instruments on Arms regulation.
