NATIONAL WORKSHOP ON THE ARMS TRADE TREATY HELD IN SUDAN

KHARTOUM: In spirit of raising awareness of the Arms Trade Treaty with the aim of increasing ratification of the treaty in the RECSA region, the first inter-agency sensitization workshop for senior government officials in the Republic of Sudan was held on 23rd and 24th October 2018 at the Police Club in Khartoum.

The workshop brought together senior officials drawn from state agencies that deal with arms, legislation and international cooperation including: Ministry of Justice, Ministry of Foreign Affairs, Ministry of Defense, Law Reform Commission, Parliamentary Commission on Defense and Security, Parliamentary Commission on Legal Affairs, the Disarmament, Demobilization and Reintegration (DDR) Commission, and the Presidential High Commission on Weapons Collection. It was organized by RECSA and the Sudan National Focal Point on Small Arms (NFP-SALW) that is hosted by the CID; with financial support of the United Nations Trust Facility Supporting Cooperation on Arms Regulation (UNSCAR).

 

Speaking as he officially opened the workshop, Maj. Gen. Hussein Nafi Mahmud reiterated the commitment of the government of His Excellency Omar Al Bashir to undertake concrete interventions to control the accumulation and misuse of illicit arms including the activities of illegal groups and militias.

 

The RECSA Executive Secretary informed the meeting of the complementarities between the Arms Trade Treaty other arms control instruments and mechanisms that the Republic of Sudan is Party to including the  United Nations Programme of Action on the Illicit Trade in Small Arms and Light Weapons, the United Nations Firearms Protocol, the International Tracing Instrument, the Sustainable Development Goals, the Bamako Declaration, Agenda 2063 on the Africa we Want, the Nairobi Protocol (RECSA) and the Sub-Regional Arms Control Mechanism (SARCOM).

 

The workshop received presentations and held technical discussions on the content of Arms Trade Treaty, the ratification process in the Republic of Sudan – including the specific roles of the agencies present, the benefits and obligations of being a State Party and issues of implementation and enforcement.

 

Former Internal Minister Lt. Gen. Dr. Hamid Mannan provided expert support. Further expert opinion was provided by Lt. Gen. Aladil Alajib and Dr. Ali Abdelrahman. The International Committee of the Red Cross Khartoum regional delegation also participated. Secretariat support was provided by RECSA and the NFP office.

RECSA, with the support of the UN Trust Facility Supporting cooperation in Arms Regulation (UNSCAR) is conducting national-level workshops in selected member states with the aim of raising awareness and building the momentum towards ratification of the Arms Trade Treaty in the RECSA region.

The campaign provides a forum for inter-agency dialogues between various state agencies involved in the ratification of international security-related instruments. These workshops have also been held in the Democratic Republic of Congo, the Republic of Rwanda, the Republic of South Sudan.


1/4 Today RECSA in partnership with MSAG & BICC opened a regional training for LEAs & the military on Physical Security & Stockpile Mgt (PSSM).The course will run from 11-15 Oct & selected best participants will continue with 1 week ToT program to produce future PSSM instructors.

1/2 RECSA ES stated that before deployment of Peace Keepers the UN should be able to know the source of illicit weapons hence the missions should include undertaking interventions aimed at cutting off the source of the illicit Fire Arms.
