RWANDA REITERATES COMMITMENT TO CONTROL ARMS PROLIFERATION

KIGALI: The Minister for Justice Johnston Busingye has reiterated Rwanda’s commitment to the Arms Trade Treaty as part of the country’s contribution towards curbing illegal arms dealing which has continually undermined peace and security in Africa.
Speaking at the opening of the sensitization workshop for government officials on the Arms Trade Treaty, Hon. Busingye assured that the legal process for ratifying the treaty in Rwanda is on course. Rwanda signed the Arms Trade Treaty in 2013. The Minister noted that the proliferation of illicit arms allows criminal organizations and terrorist groups to continue operating easily across the region, hence threatening peace and security.
Speaking at the event, RECSA Executive Secretary Lt. Gen. Badreldin Elamin Abdelgadir, said that the full implementation of the treaty will reduce the trafficking of small arms and light weapons into and within the region. This will in turn enhance security and allow regional governments and citizens to focus on socio-economic development as well as good governance.
On Thursday, a similar ATT sensitization workshop shall be held for Civil Society Organizations. The workshops are jointly organized by RECSA and the Rwanda Focal Point on Small Arms and Light Weapons which is headed by ACP Joseph Costa Habyara.
So far, only two RECSA member states have ratified the treaty – the Central African Republic and Seychelles – while five others, including Rwanda, signed it. RECSA believes that the full implementation of the treaty will reduce the trafficking of small arms and light weapons into and within the region.
