ADDIS ABABA: The Regional Centre on Small Arms on the 24 th of May 2018 briefed the 776 th
meeting of the African Union Peace and Security Council (PSC) on best practices in;
“Countering the illicit Flows and Financing of arms in Africa and Sources of Conflicts and
Impediments to Silencing the guns in Africa.”
In his presentation, RECSA’s former Executive Secretary Mr. Théoneste Mutsindashyaka,
detailed RECSA’s experience and offered best practices to counter the illicit flow of arms in
Africa. He reiterated that the fight against illegal accumulation and trafficking of SALW can be
won through result oriented and measurable interventions that will contribute to silencing the
guns.
Key to this, African Countries that are most affected by the proliferation of illegal SALW are
encouraged not to sit on the sidelines watching, but to own the process in implementing
frameworks for the accountability in arms transfers. In this regard, acceding to the Arms Trade
Treaty will give them power to hold manufacturers and exporters accountable if they breach
arms transfer regulations.
The Communique of the Peace Security council (PSC) affirms that the PSC called on the AU
Commission to further enhance the capacity of the Defense and Security Division within the
Peace and Security Department, to enhance its effectiveness in discharging its mandate
throughout the continent.
The African Union PSC echoed its vision of an integrated, stable and peaceful continent in its
Agenda 2063, particularly Strategic Pillar Four, on building a secure Africa as well as the AU’s
Master Roadmap of Practical Steps to Silencing the Guns in Africa by the year 2020.
RECSA was invited to give the brief based on its expertise and experience in implementing
interventions against the proliferation of illicit small arms and light weapons as mandated under
the Nairobi Protocol. RECSA is the only intergovernmental organization on the African
continent whose sole mandate is to fight proliferation of illicit small arms and light weapons.
