08-08-2018 Arms Trade Treaty Sensitization Regional Workshop

On the 20th anniversary of the twin bombings on the US Embassies in Dar es Salaam and Nairobi; RECSA hosted a regional workshop to sensitize government officials on the Arms Trade Treaty and the benefits its implementation will accord to national and global peace and security efforts.

The workshop brought together senior government representatives from 6 RECSA Member States: the Democratic Republic of Congo, Kenya, Rwanda, Sudan, South Sudan, Tanzania and Uganda. The head of the ICRC Nairobi Delegation Mr. Olivier Duboi, the Executive Director of FECCLAHA Mrs. Elizabeth Kisiigha and the Conflict Advisor of COMESA Mr. Raymond Kitevu were in attendance.

During his opening remarks RECSA Executive Secretary reiterated the Nairobi Protocol for the Prevention, Control and Reduction of Small Arms and Light Weapons, urges Member States to become Party to other international instruments relating to arms control. Specifically, the Arms Trade Treaty is designed to regulate the transfer of conventional arms; including Small Arms and Light Weapons.

The representative of the Kenyan government AIGP Marcus Ocholla, delivered assurances of the government’s commitment to accede to the Arms Trade Treaty; assuring that the process was at an advanced stage.

RECSA believes that the full implementation of the Arms Traded Treaty, will reduce the trafficking of illegal small arms and light weapons into and within the RECSA region. This will in turn enhance security and allow our governments and citizens to focus on socio-economic development as well as good governance.

Out of 15 RECSA Member States in the Great Lakes Region, the Horn of Africa and Bordering States, only two (2) have ratified the Treaty (Central African Republic and Seychelles) while five (5) others have signed the Treaty (Burundi, Djibouti, Republic of Congo, Rwanda and United Republic of Tanzania).
